ACTIVITIES OF THE LITHUANIAN NATIONAL ASSOCIATION OF EXPORTERS AND LOGISTERS "LINEKA"

REPORT ON THE ASSOCIATION'S ACTIVITIES BETWEEN THE XXVII AND XXVIII CONGRESSES
Lithuanian National Freight Forwarders and Logistics Association LINEKA unites the largest Lithuanian freight forwarding and logistics service providers. Actively representing the interests of its members, the Association maintains a constructive dialogue between the government and business institutions, seeks to create the most favourable conditions for its members to independently develop and expand all types of logistics and freight forwarding services, promotes the development of a market economy system based on the principle of free and fair competition and cooperation between business partners.
Since January 2012 LINEKA has been using 65 sq. m. of non-residential premises under an open-ended lease agreement, where the Secretariat is working and where LINEKA Presidium meetings, trainings and other working meetings are held on a regular basis.
Presidium
The activities of the Lithuanian National Freight Forwarders and Logistics Association "LINEKA" during the reporting period were chaired by the President of the Lithuanian National Freight Forwarders and Logistics Association "LINEKA", who took office on 28 June 2017. President Arūnas Bertašius, Vice-Presidents - Tautginas Sankauskas, Edmundas Daukantas, Dainius Petravičius, members of the Presidium - Ignas Puluikis, Darius Čaplikas, Rasma Saulė, Mindaugas Šimkūnas, Mindaugas Pivoriūnas.
During the reporting period, 9 Bureau meetings and 1 strategic meeting were convened.
On October 16, 2020, during the XXVIII Reporting and Electoral Congress, the Presidium was elected, consisting of 9 members: the President Edmundas Daukantas, the Vice-Presidents Tautginas Sankauskas, Arūnas Bertašius, Dainius Petravičius, Egidijus Ramonas, the members of the Presidium Ignas Puluikis, Rasma Saule, Mindaugas Šimkūnas, Žana Kel.
Association Members
The Association has 60 members: 54 transport and logistics companies and 6 organisations closely related to the transport business.
We work for the freight forwarding and logistics business
In order to ensure the stable operation of the transport sector, the members of the Presidium of the Association were involved in various national and intergovernmental working groups, councils, commissions and committees during the reporting period.
Representation in national and intergovernmental working groups:
- VMI e-waybill working group established by the Ministry of Finance of the Republic of Lithuania
- Working group "On the preparation of a plan of short-term and long-term measures to regulate the traffic on Baltic Avenue and the development of an algorithm to manage the emergency situation", formed by the Klaipėda City Municipal Administration (delegated by the representative of the member of the Association Jūrtransa, T.Jonkus).
Representation in national and intergovernmental commissions and councils:
-Commission for the monitoring of the process of organising smooth access to border inspection posts;
- Commission for Transport and Transit;
- Coordination Council for the Development of the Baltic Sea-Black Sea Freight Transport Route;
- Lithuania-Kazakhstan Transport Commission;
- Lithuanian-Kazakhstan Joint Commission on Road Transport;
- Lithuanian-Polish Joint Commission on Road Transport;
- Lithuania-Belarus Joint Commission on Road Transport;
- Lithuania-Russia Joint Commission on Road Transport;
- Transport Coordination Council;
- Council for Small and Medium-sized Enterprises;
- Tripartite Council
- Sectoral Professional Committee for Transport and Storage Services.
Working with the Customs of the Republic of Lithuania:
- Customs Advisory Committee;
- Vilnius, Kaunas and Klaipėda subcommittees of the Customs Consultative Committee;
- Working Group of representatives of the Customs Department under the Ministry of Finance of the Republic of Lithuania and representatives of business associations on "Facilitation of export conditions and simplification of customs formalities";
- Working Group on Coordination of the Implementation of the Provisions of the Customs Code of the Union;
During the reporting period, LINEKA formally addressed various public authorities, providing opinions and proposals on issues of relevance to the transport business. In response to the issues and problems raised by LINEKA members, information was collected and analysed, and the issues and positions raised were publicised and represented before higher authorities.
Requests on the following issues:
- On the compulsory presentation of vehicle data in customs declarations;
- Expert advice to the Ministry of Foreign Affairs on the planned procurement of diplomatic cargo services
- On the upgrading of the Customs Information Systems infrastructure of the Republic of Lithuania
Collaboration with strategic partners
10 October 2019 On October 10, 2018, members of the Lithuanian National Freight Forwarders and Logistics Association LINEKA met with a delegation of representatives of the Belarusian Association of Motor Carriers BAMAP and BAMAP Service. The meeting, which included a presentation of the Lithuanian logistics sector and opportunities for cooperation with Lithuanian freight forwarders, was initiated by Belarusian businessmen and facilitated by the Embassy of Lithuania in Belarus.
Seminars
LINEKA is the only organisation in Lithuania authorised to provide training for the FIATA International Freight Forwarder Diploma. Since 1996, 175 FIATA diplomas have been issued in Lithuania.
In September 2018, participated in the FIATA World Congress in Delhi (India), where the training programme for the FIATA Freight Forwarder Diploma was accredited by LINEKA for four years.
As of November 2019, 8 trainees have been enrolled in the training programme according to the new standard of the training programme and are expected to be awarded their FIATA diplomas in December this year.
In October 2016, during the FIATA Congress in Dublin, the FIATA Diploma in SUPPLY CHAIN MANAGEMENT, a higher level FIATA Diploma training programme, was accredited. From
7 trainees are attending the training in November 2019 and are expected to be awarded their FIATA Diplomas in December this year.
On 28 November 2019, the Lithuanian National Association of Freight Forwarders and Logistics LINEKA, together with the law firm VERUM of Mindaugas Šimkūnas and Partners, organised a seminar on "Carriage of Goods under the CMR Convention: Conclusion of the Contract of Carriage, Performance, Liability".
3 participants are attending the training in December 2020 and are expected to be awarded their FIATA diplomas in July 2021.
Ongoing projects
Association LINEKA together with the contractor - Lithuanian Customs Brokers Association implements the project 09.4.3-ESFA-01-0014 "Development of sectoral competences in freight forwarding, customs supervision and other logistics business".
Project measures include specific training activities to be carried out in the period 2016-2020, including part of the training and seminars on customs-related topics, as well as language training and training for FIATA and FIATA Advanced Diplomas. Support intensity 50%.
Project extended until 18 August 2021.
Another Services
Organised the traditional Annual Seminar - Dinner and the General Assembly - Congress of freight forwarders and logistics operators.
90 FIATA documents were issued during the reporting period.
